Yes, you can open files from other branches but Versions won't sync any changes you make to those files. In order to open a file from a non-current branch, click on this branch, go to Commits tab and select the topmost commit – on the right panel you'll see a list of files modified in this commit; press the "three dots" button and choose "Download..." option for the relevant file.
